I know this is a silly question but is Andrew supossed to be the Andrew we meet at Star Fox 64, Andross's nephew?
Even If he had actually said it I can't remember.

Yes, he is. When you beat Andrew on 64 and Assault, he'll say "Uncle Andross!" And actually, he isn't dead. A screenshot from Command shows that he might even be a playable character.

His voice is NOTHING like the andrew from StarFox 64. Now he actually sounds like a monkey. He still looks like a clown though.
