The Hubert Bals Fund is part of the Rotterdam Film Festival. I watched this film at this festival in 2005. I considered one of the best films I saw there, along with Los Muertos.

It's not only part of the Rotterdam Fantastic Film Festival, it's also an found given to young and promising directors in the not so wealthy countries. (And, ofcourse, the countríes that don't want to finance culture.)
