Unsupervised victims- makes no sense!

This movie could not stand on its own two feet because of one fatal flaw, which is this-
If this doctor is so dependable on using these humans, then why be so frivilous in the way that he captures them? Why allow them to walk around the hospital unsupervised? It makes absolutely no sense! Why beat them and torture them to death when you are depending on their organs to stay intact?
You can argue that although he had his agenda, he had to depend on sadists, which were unfortunatly unpredictable. But COME ON, just shoot them with some sleeping agent when they enter the hospital. Don't butcher them at random locations, and leave them to wander the halls so they can discover the bodies and then also discover a million weapons to fight you.
This destroyed the movie point blank!!!!!
Another movie with potential that went bad from pure creator laziness.

I could go on about other things that made no sense, like the 50's style hospital and nurse. And how the doctor just stood there as the girl killed his wife. If he was so obsessed at keeping her alive, why did he just stand there? Maybe there was something I missed there.

It made the movie fun. What the hell kind of movie would it be if we just watched people getting sniped with sleep darts for 30 minutes and having their organs carefully removed for the remaining 60?

That's just black and white thinking. The alternative is not to make the movie boring. Rather, the alternative is not to be so completely lazy in the writing! The characters still could have roamed the hospital, but they should have given better reasons for this.
