Fuzzy Frames On Unrated DVD Edition?

I just purchased the unrated DVD and watched it on my Bluray player. Every few minutes, like when something bad was about to happen, the picture would get all blurry. It did that randomly in other places as well. Is that how the film is supposed to be? Please answer guys, I am extremely OCD And want to make sure it is the film and that it is how it is supposed to be. Thank you.

Those are the scenes that were cut. The scenes that were added back in are of a lower quality. They might have been taken from digital intermediaries or video copies.

Yeah, except for the blurry part.
