how exactly were guys like Desh, Clive Owen, the German with the toaster, or the blond guy who killed himself by jumping thru the window recruited, programmed, and controlled by Treadstone?

I'm not an expert or that knowledgeable about Black Ops/Shadow Govt operations but how did Treadstone not only operate with impunity in Europe, North Africa (and Asia if you saw The Bourne Legacy) but they were able to recruit native nationals into their fold and control them like they use to with Jason.

Any simple explanations?

They wrote some really good pamflets to recruit them. And the CIA has a super tasty flavor of Kool-aid.

I think it was a just Hollywood taking liberties with Black Ops and making the dark side of the CIA look ultra powerful in their ability to hack every country around the world with said "sleeper cell assassins". In the real world, agencies like the CIA, MI5, Mossad and the KGB recruit local assassins thru local government/cartels who have a common goal, but the planning is more elaborate and isn't as simple as assigning a cute moon-faced girl in Paris to flip the "ON SWITCH"

I always wondered how they operated as they was always ready to get straight onto the mission, no one was away on holiday or out having drinks or doing something else etc, it seemed like they was permanently in a hotel room waiting for the call to go to work the instance they got the call/text!
