I saw it this past Sunday night at the New York Film Festival at Lincoln Center...and it appeared in the festival schedule as "The Go Master".

Go Seigen is probably the Japanese pronounciation of the name of the title character. The film's name in Chinese, Wu Qingyuan, is simply the man's name in that language. Go is the Japanese pronounciation of the Chinese surname Wu. I'm just guessing about the rest of his name, but it seems like a reasonable assumption to make.
