In the film the Emperor's mouth seems almost always to be open and moving, had he some sort of birth defect?

From what I heard it's something the Emperor really had.

I read somewhere that it had something to do with his obsession with fish.

I know. This mannerism made him somewhat comedic. I didn't know if the director was putting us on or not.
