Question about the ending - spoiler

After Patrick Chamusso blows up part of the refinery, he is shot in the leg while getting away. He goes to someone house to get first aid, and the scene switches to the police station. His wife is there to see the policeman who is after Chamusso. Then the scene switches back to police cars and a helicopter bearing down on the house where Chamusso hides. He tries to escape, but he is captured, and the camera shows his wife sitting in the back of one of the police cars. Maybe I missed something, but it seems as if she turned her husband in. Years later, when he is released from prison and they are reunited, she says she is sorry. Did she turn him in, and if so why?
