Capaldi doesn't deserve to be that low. It's true that the scripts were awful during his time (and got even worse after it), and it's true that the series entered woke territory, but you can't pin that on him. As an actor, he was a perfect (and sadly, wasted) casting.

I don't like rating McGann so low but the TV movie and that wig were both low points. He's an excellent actor though and loved him in Night of The Doctor, it's a shame his time came when the show was in limbo.

Third (ideal Doctor Who, quirky wise older alien genius dude. And the only Doctor who sang his theme song and had his own car!)

Ninth (the most badass and serious Doctor, breathed a whole new life into the franchise back in 2005. Wish he had stayed)

Tenth (Tennant brought the franchise to its peak. He's not my personal fav but he was the best all around Doctor)

Eighth (severely underrated, only got 1 movie and he reinvented The Doctor for the modern era)

Seventh (brought the Doctor back as a intriguing and dark character after the ridiculousness of the Colin Baker era. Unfortunately it was too little, too late)

Fourth (Tom Baker was too zany and over the top for me, but there is no doubt he had the longest and most successful run and is beloved by tons of Whovians)

Second (Complete departure from William Hartnell, his change made the show into the long-running franchise it is today)

Eleventh (Was too much of a younger David Tennant clone at first, but he grew on me, and despite being the youngest Doctor ever, he instantly owned the role the instant he appeared on screen)

First (cold and mean, takes a while to get used to, but Hartnell's Doc had some serious depth and a number of quirks his character)

Fifth (too bland and forgettable for me, but he got the job done)

Sixth (Couldn't take him seriously. Worst Doctor of the classic era. Though it might have been the writing ruining his era)

Thirteenth (Jodie tries and does a nice David Tennant impersonation, but the gender swap can't breath new life into the franchise and the writing makes much of her tenure unwatchable)

Twelfth (hate to rank Capaldi last, as we were overdue an older Doctor and he could have been one of the best. But he inherited the role at absolutely the worst time and could do nothing to salvage that train wreck)

Glad to see 3rd getting some much needed love. Was surprised to see everyone else putting him so low.

I'm a big classic who fan but haven't seen enough of 1 and 2 to really rate them. For me the 3rd though is the best, love the action james bond kind of feel and the 3rd always also felt like a scientist. He was clever, and could be possibly stern but obviously careful for those around him. I'd say 4th next. Tom is great and can do serious and over the top.

I'm not sure who I'd put next. I do find 7 very underrated and love the manipulative side. 11 is also great. Was unsure if he'd be too young but for a young actor he is able to portray the doctors age so well you believe he is the age he is portraying. I do love 12 to who feels a lot like 3 meets 6, and when the writing is good you really see it. Capaldi is probably one of the best actors we've had.

I do like what I've seen of 2, the whole space hobo persona. 1 is the original and he does warm up but certainly not my favourite. I feel 6 has his moments but bad writing obviously let him down but we really get to see (or hear) how good he could have been with big finish. I find 5 is a little too human and a bit dull at times. I think also 9 is great but doesn't get enough episodes to really show. 10 isn't bad just the whole rose stuff and then the foreshadowing and long drawn out regeneration didn't really work for me. TV movie is good and mcgann shows what we missed when he returned for the 50th in night of the doctor. I think if we had more visual stuff people would put him much higher (still hoping to get something one day)
