Do you mean where they talked about a rare gust blowing dust off the solar panels? There is an atmosphere on Mars, but it's very thin. That gust was perhaps as rare as being hit by a hurricane on the Texas coast -- the Martian atmosphere is far thinner and correspondingly less active than Earth's, but it does exist and is active and does vary over time.
