Motorman never killied anyone. He may have brainwashed someone, but never killed anyone. What would the police get him on? only kidnapping.

Well helping someone kill is a crime too. I cant think of the proper term but its very serious. Its like if you know something about a crime and didnt say anything it can get you in big trouble too.

Charles Manson went to death row which was later changed to life in prison for conspiracy to commit murder. He never actually killed the people he was convicted of conspiring to kill. He tied one of them up.

conspiracy to commit, aiding and abetting, kidnapping, assualt and battery. He could concievably be charged with murder if Ryan was judged mentally incompetent and was "coerced" or trained by him

Motor Man would do some heavy charges indeed, but I think he walked away from that stool for part II.
