Shouldn't Andy be at least 18?

Why did Potato Head say he was 17? Majority of people begin college at age 18 or older.

If he was 17, shouldn't he be entering his senior year of high school?

He might have been a summer or august birthday, or he may have skipped a grade. I skipped an early primary school grade and entered college at 17.

I GRADUATED HIGH SCHOOL AT 17,TURNED 18 THAT SEPTEMBER.

My daughter graduated high school when she was barely 17 and then started college while she was still 17. The reason is she skipped kindergarten and entered the first grade when she was 5 years old.
