Boundary of Memory?

The only dubious thing about the movie I found is this Boundary of Memory. If the head of the community wanted to erase all feelings, emotions and memories of the past, why would they build such thing that brings back all of these in the blink of an eye? A smaller probability is that they didn't build it at all. Wouldn't they have destroyed it then, to at least delete the risks?
