Anyone else see the flamboyant raver on the train??

I was catching up on all the movies, and I found a scene where the city is ordered to evacuate and as they show how the trains are full of people leaving, this hilarious guy wearing a boa says "ITS PARTY TIME!!!" *time was around 46:25*I was laughing my ass off, I never have noticed any kind of innuendo like that in pokemon. I kept rewinding it to show my brother and we were cracking up and when I paused it at around 45:48 and found him again on the esculator!! hahah, I wonder if he pops up anywhere else in the movie?
