Looks like it was filmed in the 30's. A lot of the American dialogue was done in one take.

the only difference between Lucifer and me is that I was allowed back into heaven.

It's no Godzilla: King of the Monsters, but I wouldn't say it was Ed Wood bad.

Actually compared to the scenes of awful American amateurs in the original Japanese version, the new American scenes at least mercifully feature some professionals. Dick O'Neill, then mostly a NY stage actor before he started landing bigger character roles comes off best in his sequences.
