Better manipulator: Johan or Akio from Utena

Both are extremely capable of manipulating others. But who is better?

My vote is with Akio. From what I've seen, Johan is the more violent, vicious of the two, with a greater amount of carnage caused. However, Akio is
*SPOILERS*

practically the devil himself! He worms his way into the heart of the main character and messes with her psychologically, challening her entire sense of self. He uses/abuses his sister for his own dastardly purposes, tortures his fiancee, makes a living ghost out of a guy he stole a girl from (who he ends up deceiving to keep things interesting), and is all around a scum bag. And yet, he has such an air of charisma about him, and he rarely gets his own hands dirty. Johan ruins more lives, but he's still, at the end, human, whereas we can't say the same for Akio.

Btw, did this question arise because of JesuOtaku's Top Anime Villain Countdown video? Just curious!
Me? I'm a sort of scholar. And my major is you.

I vote for Akio. He's much more believable. You can manipulate people with sex. An asexual with an angelic face can't talk people into suicide... it is too contrived.
