Phase 7 + Quebec(spoilers)

In the seventh episode, "The end of the world", Quebec is among the places wiped out by the impact Junius 7.

Would this imply that they got their sovereignty in the future but were ultimatley wiped out?

Was this in the original Japanese version or was it an anti-Quebec jab thrown in by the Anglo-Canadian voice actors in the English dub?

The line is in the original Japanese. Also, bear in mind that it's possible that Quebec as a region wasn't wiped out, but rather that Quebec city was destroyed.
