So, in the Manga, Kurono mentions at least once in the earlier sections of it that he is 15. I'm pretty sure in the anime that he mentions being in 10th grade.

Within days(no more than a few weeks) of these moments he encounters Sei Sakuraoka.

She seems definitely older than him. She is very tall, and doesn't talk or act like a teenager at all. She refers to herself as his "big sister" in the original Japanese audio, and in the English dub later mentions "the age thing" when proposing that they date.

At an ABSOLUTE minimum she's 18, but seems more in the 25-35 age range, to be honest, and she has sex with a 15 year old...

That pretty much makes her a straight up Pedo.

first off, in the anime Kei says he's the same age as another kid (Nishi I think), who is 16.

Secondly: Right. A 16 (or even 15) yr old guy is a 'victim of crime' for sex with a hot 25 yr old woman

I always gotta smh whenever I see this type of thing.

It was just a thought, I wasn't talking about it from a sort of 'oh that's wrong' type of thing, it was just a general question of what it TECHNICALLY would be considered

I don't know how age of consent laws work in Japan...so yeah.

According to Wiki: "The national age of consent in Japan is 13 as specified by the Japanese Penal Code Articles 176 and 177".
