The guy who does it say's something in Spanish whilst looking at the guy bleed to death.

The Fed asked Jim if he speaks Arabic. I'm not quite sure what his reply was though but obviously he can at least understand it and speak basic phrases.

anyone know exactly what Jim says in reply? I've googled some phrases along the lines of "I speak Arabic" and he doesn't seem to be saying any of those.

I think the guy is just feeling him out. Not everyone can learn a Category V language, so that's another plus for Jim as an operative. Shows he's smart and trainable. Since the guy recruiting him speaks it, he may be in charge of operations where Arabic is useful as well. Colombia is Jim's first assignment, but maybe not his last.
He may also have been throwing Jim a bone; letting him qualify himself by his skills a little bit after they put him down over the weed.
Versatility. You need versatile guys who can complete a job anywhere at anytime. Columbia is where you pay your dues.

Either way we agree that it's referring to a woman that this dude cared about (most likely a daughter/niece).
Someone else said "You killed a flower" is what the English translation is. Kinda makes sense. Probably a young girl that was in some way related to him. He had a lot of anger and pain in his eyes, too. Very good acting in just a small role by the Mexican man.

Their slang in that scene baffles the normal translators. Urban dictionary can translate it though.
