'Just Imagine'?

What's with the repetition of the phrase "just imagine"? I'm sure it's a cultural reference I am missing, but I would like to know what it is. It also sounds like some times when they say "just imagine" it is accompanied by a particular sound effect. This is my first Bollywood film, so I'm pretty naive. Can someone explain?
