Was any of this actually filmed in Bulgaria?

IMDB states that this was filmed in both Bulgaria and Las Vegas. Now I know that the majority of Seagal's straight to video work was shot in either Bulgaria or Romania, but this one does not look like any of it was shot in Eastern Europe. There are no Eastern European names in the cast or production crew and it does look like all of it was authentically shot in the States.
