This movie made no sense (spoilers?)

I just didn't get any of it. The description from Netflix mentions that terrorists plant a dirty bomb in the Mall of America in MN. Where did that happen? I don't recall anything about the Mall of America being mentioned. Are we supposed to believe it was just coincidence that the Senator's daughter was buying drugs from the terrorist? The plot of this movie was all over the place.
