Could they have used one more 'layer of gauze' over the lens?
I found myself looking forward to the commercial breaks, just so my eyes could focus properly! Kept hoping it would get better (both the story and the cinematography). Alas.

The film was in focus. I think what you are reacting to is the amount of backlighting and mist used in various scenes.
I doubt Vilmos Zsigmond includes this one on his resume. It was beautifully shot, but it's a badly written film, which of course isn't his fault.
