I'm looking for a movie possibly with the title "It" about a creature(Obviously)
Some kind of lizard experiment/infection that reminded me of the licker from re2
(Skinned,reddish color.The back cover had a woman with some kind of growth on her face and a black cop/state trooper stumbling away from some burning wreckege.I know this is damn vague but can anyone point me in the right direction?any bells ringing?

The only two movies I can think of at the moment are Species and Swamp Thing. But I don't believe either is the film you're looking for.

This movie reminded me a lot of Jeepers Creepers.
