Sammy got into the Cocaine business just like Charlie and Frankie, But only Charlie and Frankie had there houses, Cars and Charlie's bar seized by that Iron of a Mayor....So what gives?? The mayor knew Sammy was into the Cocaine business so why did'nt he take his possesins away??
AT the end of the movie when Frankie sets up Sammy, Sammy is still living in a multi-million dollar house.
I always thought the most likely explanation was that the Mayor associated cocaine smuggling with Charlie, not Sammy.
After Charlie decided to put his working relationship with Sammy on hiatus he started a scheme of infiltrating cocaine by airdrops. The mayor had previously warned the entire gang against this, but he caught only Charlie and Frankie at the drop sight. Also, the unfortunate Mayor's ass-forking incident was a result of a miscalculation on Frankie's part, and hence associated with Charlie, who took Frankie under his wing. Both incidents were plenty reason for the Mayor to take action and 'revenge', depending how you look at it.
Sammy was able to sneak a slice of the action almost invisibly thanks to Carly's subterfuge. Frankie knew she'd informed to Sammy about the coke deal and never trusted her, and rightfully ditched her at the end because of it.
In short, I'm not convinced if the Mayor DID know Sammy was in on the coke deal.
IF he was aware of it, perhaps he thought the operation was fronted up by Charlie and that Sammy played a more background role. The Mayor may have thought nullifying Charlie would be enough to stop the trafficking.

shareYes meat(x4) has pretty much covered it. Charlie was the 'face' of the gang & the bar had his name in neon lights. The more long lasting criminals are the ones who keep a low profile.
