He's the one with the mechanical know-how to make the skid-plate and the heavy-duty battery for the truck high-jacking in Iraq, and if you look closely during the preparations on the ship, you can see him behind Hannibal at one point working on the decoy cars, making them remote-controllable. It takes a very intelligent person to be able to cobble together something like that with whatever happens to be on hand. Just like BA in the original series.
