sezemahmk11, I really think you ought to watch the film again... and this time pay attention.
----SPOILERS----
The last scene, I thought, was executed brilliantly. The "I Love You" is significant because that is the only time Cheol-su says it throught the entire film. Remember, he was neglected when he was a kid, basically he had a loveless childhood. As an adult, he does not grasp the true concept of what "love" really means. Before Cheol-su met Su-jin, he did not believe in love, but as Su-jin's memory started deteriorating, we see the amount of care, loyalty, intimacy and dedication Cheol-su has for his wife. I dunno about you, but I would call that 'love'. And finally in the end, Cheol-su realises this, and says: "I love you". Short but full with meaning, because everything Cheol-su did, he did for LOVE.
Love is being thrown around everywhere these days, and I think the true meaning can sometimes be lost on the silver screen. A Moment To Remember builds up gradually until the opportune moment to unleash the three words. Perfect execution, that is what makes A Moment To Remember a truly remarkable film.
9/10.
