Very Confusing Scene!!!

I was just watching my DVD of Tilt. On the 5th episode The Matador, Lowball, and Jimmy recieve a visit from the gaming commissioner, who arrives to investigate complaints. They've been trying to get rid of him all day, and then in the end The Matador sends the bellboy up to him with the two packs of golf clubs. It then shows that the bellboy is wearing a hidden camera on him, and then the commissioner approaches him....... My question is what happened????

Don, Lowball, and Jimmy are watching on camera whats going on, and they said that the commissioner is taken care of now, and that Matador can go play the game against Miami and Clark with Eddie "staking" him. Anyone know what happened??? Did the commissioner have a sick, freaky thing for young men like the bellboy?????

The commissioner was gay. So the woman did not work but the man did.

They found the right 'candy' for him. Some people are interested in sexy women, some are interested in sexy men. They didn't know this at first, but the Matador picked up his attraction to the hotel employee (can read tells well I guess as a poker player) and made that happen for him instead.
