On the blurry side

I noticed that for a lot of scenes, there is some kind of blurred effect on the border of the picture (I'm thinking of the scenes in his village as well as some others).
Is it a post prod effect ? Or something inked to the camera/lenses they used ? What idea is the director trying to convey by using these ?

I'm kinda lost here.
