Yeah, that's what it's supposed to mean. Detect threats before they are actually carried out and stopping them, but I think it's all a gigantic waste of tax payers dollars.
As sophisticated as their techniques and technology are, they are mostly only effective against people who are not paranoid about security (e.g average citizens) and not against real terrorists or enemy governments and organizations. I say real terrorists to mean people who've actually received training in such things as counter surveilence. Lately in the news some of these people they've picked up I think are just a bunch of punk kid wanabe terrorists.
The real terrorists like those 9/11 hijackers and the Spain and London terrorists have shown that they can carry out major attacks without being detected in advance.
So to recap, i think Echelon and other broad and general purpose traulling type technologies are a huge waste of tax payer dollars. The real enemies aren't stupid enough to get caught by such eaves dropping methods.
But when you have such powerful systems at your disposal, you can be that it will get abused and that in the name of "national security" they will trample on the rights of the main group of people who aren't a threat to anyone, but are easy to spy on because they aren't paranoid enough... the average citizen.

It means that you are so very unimportant that if you start raging about being a target we'll all know( those of us who aren't insane egotistical reactive victims of foolishness ) just what a regular sort of person you are, and just how dumb you think the massively super secret top of the line world total prison planet control system is.

terrorism is not a real problem, is somewhat a thing you might be into it with knowledge if you want to know how the real facts stay. The first incoming step before of all those plots and investigations over all issues (first of all terror), is to know what are lies and what are not. And i realize that beneath there is something else.
