I do NOT get it

I have seen Jeremy Scahill many many times. He is an ardent critics as is Glenn Greenwald of US foreign policy especcially with the civil liberties abridgment. This film in the trailer seems to be saying the west should be afraid VERY afraid and so it is arming itself to the teeth and bombing indiscrimantly to prevent another 9/11. And yet Scahill criticizes the previous administration and this administration for doing that which the fear this film portrays seems like a natural reaction.

What anti war advocacy is Scahill recommending? I'm stumped by the trailer to this film.
