Question about manga (please need serious help)

Why is it that there are various versions of the manga floating across the net? There seems to be half finished versions of the manga, fully finished versions of the manga and just base sketches of the manga floating around the net. Why is this? Those that don't look like they're finished or are very crudely drawn are often different to what you find in printed manga books. So why is this?
