Ogata-sensei

I've read up to volume 5 of the manga, and watched everything available from Netflix, and there's something about the anime that's been puzzling me:

Why does Ogata-sensei (the friend of the Toya's with the glasses) have a creepy-stalker back ground music? I mean, if I saw someone hanging around with that background music I wouldn't let kids be alone him.

I don't even see how it fits him. His basic deal is that he knows Akira and knows of Hikaru, and knows that there's a mysterious quasi-rivalry.

Ogata is a 9-dan professional, and like all the other high-ranking go players, tends to create tension whenever he appears. Because of his experience he can usually see further than anyone else into situations revolving around go. Because of this there is the danger that he can figure out the mystery surrounding Hikaru's Go. Like many of the older characters in 'Hikaru No Go', he is concerned about the future of Go in Japan, therefore it is natural for him to take an interest in the story's major characters that, on the surface, might seem creepy. Ogata's role in the story develops further into the series.
