Presidio isn't a base anymore

The movie is clearly supposed to be set in the present day, but The Presidio hasn't been an Army base since 1994. It's a nice residential neighborhood now. What gives?

It wasn't supposed to be based in the present day. It was based on an acutal murder that took place there right before it closed. I thought the movie was ok, some of the writing was a little ridiculous, but all in all I think it was done pretty well for a USA movie, which are normally bad.

Maybe it wasn't supposed to be present day, but those flip phones everyone had weren't around in 1994...
