If you look very closely, when he shakes his head back you will see some very faint red droplets. I'm assuming that those demon's blood flew everywhere, hence getting in his hair.

yay! vergil is seriously underappreciated but that may have something to do with his like of double jump. but his hair rocks and its natural. it stays there on its own.... vergil intimidates it in the morning....
