You can unlock them by playing fights that aren't in story mode. I've never seen them or heard of them in any other games.

Lauren, Starks and Jervis are the three cop characters that were made in the game for the first scene in the game. Starks and Jervis are the ones taking D-Mob out of the wrestling match in cuffs, when the car gets pummeled, and Lauren is the female that helps you with the mugshots.

That is true of most games with celebrities. Postal 2 had Gary Coleman as himself, but the rest of the game was made up of fictional characters.

Lauren is based on Lauren Wirtzer, president of Marketing at Def Jam. And at the time of the game, Kimora Lee was married to Russell Simmons, the man that founded Def Jam records. Both are very real people. As for the cop guys, no idea.
