I'm still a bit confused about the part where all the Yokai's gather together around Kato's base. How did the voice started to run around them?, why do they refer it as a festival? and why do they seem so full of joy when the explosion that destroys Kato's base trows them around like stick figures?

Somehow, due too a gathering of Yokai along with the destruction caused by Kato's great machine, a rumor was created that there must be a festival of Yokai in Tokyo.
At least that's what I got out of it. Remember there was chaos in Tokyo because of the arrival of the Flying City. Word of that must've gotten out.

the obvious nuke reference was pretty interesting. have to wonder what's going on as a oldtime spirits cheer on a nuke.
