How does a movie like this get made?

Just watched on Showtime, and I'm seriously wondering who the intended audience for this lousy movie is. The sex jokes (a giant vibrator, ha ha) make it inappropriate for kids, but the level of humor and broad tone are so childish that adults won't (or shouldn't) enjoy.

So who is the audience?
