How can this be the follow-up to the Believer?

Henry Bean's only other writer/director vehicle, the Believer, is one of the greatest films I've ever seen. the writing is superb, the acting is absolutely mesmerizing, at least on the part of its star, and it's shot quite well for a low budget film.

How did Bean follow such a complex film with this mediocre, boring one?
