Why is it called Turtles Can Fly?

Actually it's been months since I saw that movie but I think the reason why it's called Turtles Can Fly is Agrin (the little mother). We see her carrying her child on her back which makes her the body and the child the shell. Her child is a weight that she has to carry all the time but also a reason to live for her brother. And before she takes her own life she kills her child, which I think shows that she can not live without her "shell".And she jumps off of a cliff, therefore "Turtles Can Fly".

Turtles can fly underwater.
