Why was it unnecessary? I don't remember what she was wearing, but to my recollection, it wasn't much, so why would her breast have to be covered? I liked how her body looked, all skin and bones and not the least bit attractive. The saggy breasts only made the whole "dry spinster" look so much stronger!
Well I think there was a sexual underlying theme in her attraction to the kids. Wich makes it all even more creepy. She wore Mandy's braces naked. Of course you see her breasts. I really liked that subtle detail.

Who cares if she was nude or not? More importantly this movie was placid and boring and full of plot holes that make no sense. My seven year old watched this and barely blinked. Its that mellow.
AND the fact of why she's naked is shown in the movie. When they're showing the flashbacks of Charlotte she's impaling herself with the metal gear into her uncovered flesh. She's partially nude because that is how she killed herself.
