The implication is that she has married both, or is about to complete the marriage ceremony with second one, which does make her a bigamist. Bigamy is not defined by the act of consumating a marriage, it is by the wedding ceremony itself. She has taken vows with two people, without being legally separated from one before she married the other, and that is bigamy. Whether or not she has slept with either of them since the ceremonies is largely irrelevant to the validity of the marriage.
And being able to get an annulment doesn't always hinge on whether the marriage has been consumated, it has, at least these days, more emphasis on whether the marriage was valid when the ceremony took place. Take Renee Zellweger for example. She was married for five months (or something like that) and I'm pretty sure she would've slept with her husband during that time, but she was still able to get an annulment when they broke up. It's supposed to be easier if the marriage hasn't been consumated, but it's still definately possible to get an annulment after some time has passed.
