Why didn't Tom arrest Wander? I would've called it in and captured him as opposed to killing him.

Maybe he figured Wander would get out of it somehow. He had information on everyone. Supposedly all the judges and the mayor. He could have blackmailed his way out of any trouble. That was the source of his power.

He had to die, it was the only way to stop him.

If he was a good cop he would have arrest him. This was just an execution.

He was effective but throughout the movie he was going above and beyond SOP when confronting others/would be criminals.

He displayed high personal character but low morals.

I didn't see where he tried to be "Good" anywhere in the film, dealing with Washington's Widow notwithstanding. Not even when he came upon the abused asian females. He didn't go to there to save them, he just happened to run into them as he began to stage the fake crime scene.

He did go in there to save them. Why do you think the machine gun (a different one than the one they wanted to buy) was stuck in the trunk and he convinced them to take his car? It was because he put a tracker on his car so it can lead him to the place where the girls were held captive at and they fell into the trap. He wasn't just shooting those men for no reason.
