Stuck on Stage 3

I need some help because I am stuck on stage 3 with nowhere else to go, I got the Rachel needs her car back sms, but I gave it back to her at the begining of the game, after that I completed all of the race events I had missed in the previous levels and still nothing. Can somebody please tell me what else I need to do to go on the next level.

race ppl around the city like crazy. or buy an suv...which i hate!!!. but the more races you finish..even if they are OUTRUNS the more u unlock. and first check to see on your map if u have accidently hidden an event... :)

anyone who puts on that cape paints a bullseye on thier family's chest
