What does "Man about Town" mean?

I mean not in a deep and profound way, ykno when you get the"message" of movies or whatever, it's just that english is not my First language, so i wanted to know what do those 3 words mean together.

A man who is very active... knows his way around the town and knows most people. A man about town is very sharp, very smart, and very cool. He's always in control and always sees the best move, as if life was a game of chess.
