The boy is the brother's son from the woman who ran off. That's why he's attached to the boy.
There is some discussion about her attachment that reflects this.

C I had the feeling that there was something else there --- especially when the insurance guy says to the "brother" --- "yeah, I know. But that's her kid."

so the boy was actually "Jeremy Renners" son? (sorry I used the actors real name cause was not sure which name to use, Fred or the other name lol.

I think so. He said to Forest Whitetaker's character, "His mother? Oh, no, that b**ch ran out on us years ago." Or something around those lines lol.
I think he said that it was her kid (Julia's characters) meaning that it was hers in the papers, she had legal guardianship over it-next of kin-because her brother was "dead" according to the papers. Just like how she got full ownership of the money, her "husband" was dead so she gets his inheritence, and for compensation.

Agree on the incest angle. Remember the sweet mouth to mouth kiss she gave her brother as she was breaking his legs? Lots of strange things happen in the North Country...

The incest angle makes sense, but I tend to believe Renner's character when he says the mother ran off.

Even if the boy isn't the product of incest, there was a very strong incest vibe going on with those two characters. Remember the creepy scene when she was coming out of the bathroom? She was very uncomfortable around him.

This movie was so damn confusing... even if it was only rated 2 stars, it still makes me want to see it again!! I didn't even realize they were brother and sister until the end after I asked my BF. (Didn't manage to see the first 20 minutes).
