I think Nolan would be a great director for it. He could even remove all of the off the wall stuff and make it just be vampires and no go into the crazy direction both games went into. He at least would bring the true character to life.

I don't think this would be Nolan's type of film... Quentin Tarantino or Robert Rodriguez could do it justice though.
In terms of appearance, there are many actresses who could pull Rayne off - if they wanted to go with an older Rayne, someone like Sophia Bush, Alexis Bledel, Kristen Bell, Milla Jovovich, Kate Beckinsale, Laura Ramsey... or if they wanted to go with the teenage Rayne, Rachel Hurd Wood, Jessica Stroup, Ashley Greene... the list goes on.
In terms of acting though, it's a lot harder to choose a suitable candidate. Milla Jovovich and Kate Beckinsale are the best in terms of acting, but in terms of appearance, Rachel Hurd Wood and Alexis Bledel are better. But who knows, any of them could pull a Heath Ledger on us and turn out to be superb in the role.
I hope they make different Bloodrayne movies that follow the games with a different director. Uwe Boll was horrendous, I can't believe he destroyed it like that.
They will make cemeteries their cathedrals and the cities will be your tombs.
