So what happend with her?
Did she end up going to jail?
I remember them saying something about it in the beginning of season 4. She got a lesser sentence and might(I'm not 100% sure) have gone for psych treatment instead of jail.

Why was Portia arrested? I remember seeing it but I can't remember the reason.

Portia found out that Tommy was cheating on her with Angie. So, like any crazy person, she cut the brakes to his car. She meant to kill him, but Angie took Tommy's car after he broke up with her and crashed it.
