I'd say it's more likely that they have been paired together a few times simply because both are around the same age, are Canadian and work in Canada, and most importantly have good chemistry on screen (plus they're both decent actors). Neither are big names so producers of smaller films like the ones mentioned can afford them.
I'd also guess that it's likely their agents know each other, or that they possibly even have the same agent, who can throw the movies at multiple clients at once. The agents save time by reading less scrips and increase the chance one of their clients will land a role. Plus having a pair who have already worked well together in the past is a bonus to the film makers.
Of course, I'm just a consumer so I'm probably way off. My knowledge of the actual film business is limited to a single film course taken in university and some articles read over the years.
