Who is Deputy Miller?

A friend and I are trying to find out who Deputy Miller is? The guy who talks on the red phone and initiates all the levels of security and lockdowns? He is not listed in the credits. Is he the dad from teen wolf? I think his name is James Hampton. Does anyone know for sure?
